Should a device that plugs into a cigarette lighter be equipped with a fuse?

In the physical connection? Or should it rely on the cars electrical system. A sub-standard quality device I plugged in my cigarette lighter BLEW my cars fuse. Being mechanically inclined i knew what to fix immediately.
Yes the adapter, the glass type fuse usually with something like a spring.
 
If the device is not capable of handling the current that is required to blow the protecting fuse, yes, it most definitely should have it's own fuse.
 
Yes it should have to fuse in the adapter. Don't take a chance on burning the device up by having a higher rating fuse in the cars' system.
