I would get a hybrid bike and add fenders and a rack. Efficient on the road and can still handle gravel and dirt bike paths.

You can fall on a bike and the trailer will stay upright. A trailer will be more comfortable, carry more things and have screens for bugs when you stop.
It's an old road bike from the 70's or early 80's. It has suicide brakes ( the brake extension where he has his hands ). The bike has a heavy steel frame and steel rims. Brakes are useless when they get wet. You really don't want one get something more modern.

A 20" frame is a large bike. Make sure you are using gears that keep the chain running straight. No small or large front and rear sprockets at the same time.
