Can you be located thru your IP address if you use prepaid internet cards or wifi?

Is it possible to trace someone through their IP address if they use prepaid internet cards that are either dialup or wifi? I don't see how unless the prepaid cards include a receipt with the buyer's full name and address. Do hotels, for example, keep a record of the customers who buy their wifi whether daily, weekly or monthly times?

I'm also confused as to how you're traced beyond the dynamic IP assigned by your ISP. Is it the private IP of each computer that connects to the ISP? How long do ISPs keep a log of these usages?
 
HI there are many softwares available online to find out the ip address of person ..If they use any of those and found out your ip address then sure they can easily trace your location using your ip address ..They can find your location by doing whois search for your ip address using sites like WhoisXY.com here they will display details like net name,address ,phone number and so on but they can't identify your exact home address from your ip address ....
