How did D.C. lock bike to 2ft high bollard/ Introducing Sharia law for bike thieves?

And expect it not to be lifted up and stolen? What is the point of locking it then if they can just lift it up? It cant have been one of the 'bike parks' because they are fixed into the ground - they would still break the lock.
As for Sharia law, not for first offence only once used all other options. What do you think?
I have had 2 bikes stolen this year, hopefully I can keep this one longer.

Sharia Law for an Islam state. There is absolutely no need for a debate about it. We are a Christian nation.
As for the bike on the the bollard, well some fowk hiv nae common sinse!

It bothers me, that a person that thinks its a good idea to lock a bike to something that low, thinks he's fit to run the country one day.
