My landlord wants me to either remove it or pay a 100 dollar deposit and renter insurance.
I dont want to do either. They shouldnt make decisions like that when Im paying monthly for this service and I paid a 200 dollar deposit to get it. Can they demand this of me legally??
 
Legally speaking you are not allowed to make any changes to the property without the landlords permission. Attaching the dish to the fence is a modification to the property. If the landlord did not give his permission and you went ahead and did it - then yes, he can either demand a deposit OR removal of the equipment.

I have a dish on the roof. It's attached to a drain vent pipe (with some modifications to the antenna mount). Nothing on the property is modified otherwise. However, in this case it might be considered unsightly or an eye sore, and the landlord is well within his rights to ask you to remove it outright.

There's consequences for acting without proper permission.

No, legally they cannot. It isn't even covered if someone steals it so either way you should tell them you won't and can't take it down.
 
Of course you have to remove it. You can also expect to pay for the damages to the fence.
