The US pays less money in terms of percentage of the US' Economy than other countries, that it what your source says.
For Example (figures are made up)
The US economy is worth $100 trillion. The US Pays $50Bn to the UN. That equals 0.05% of the value of the US' economy.
The UKs economy is worth $10 trillion. The UK pays $25Bn to the UN. That equals 0.25% of the value of the UK's economy.
So while the US pays twice as much money, the UK is putting a greater percentage of its economy into the UN.
