My 1996 E39 BMW 528i AUTO overheats regardless of moving or standing. Radiator fan

not working? Interior heating still works. Coolant is brown in colour. Recently purchased car. Seemed to work fine then
 
Check the thermostat isn't stuck shut, if so the water can't get to the rad and it will overheat when the car is moving.
As for the rad fan not running when the car is stopped, if the thermostat is stopping water getting to the rad, the temperature sensor in the rad won't get warm enough to start the fan.
 
check your head gasket. if the coolant is oily or the oil is sludgy thats a good sign. you MIGHT need a new engine if its too far gone.
