Is a smoker better off to quit smoking or start eating healthier?

My mom is 50 years old and has been a smoker who smokes at least 1 but normally 2 packs a day since she was 17. She used to eat just like an average person, not super healthy but not super unhealthy either. She is like 5' 3" and weighs like 150 pounds, so overweight but not obese. About a year ago she started eating healthier to the point that she only eats like organic fruits and vegetables and meats with low fat content and doesn't really eat pre-packaged foods at all anymore let alone things like fast food.

She only lost like 5 pounds switching to this diet. Anyway, we keep telling her that she would do more for her health by quitting smoking than she is by the change to her diet.

Do you agree or disagree? Why? Do you have any information (like a medical study or anything like that) that backs up your opinion?
