how to litter train a kitten?

I have a 8-10 week old kitten who goes on the floor constantly. She is from a litter of strays and was away from the mother too soon to have learned. We have a litter box in the room she is in most of the time near her food and water, and even tho there is never a mess in it, i clean it daily. She goes on the plastic liner outside of it, she goes on the floor next to it, even in the closet on the other side of the room, but absolutely will not go in the box. Anytime i catch her going on the floor i scold her and put her in the box (it worked with my last 2 cats), Anyone have any ideas? im starting to get desperate.
