The disc is damaged and the laser cannot scan the damaged part properly. It is "hiccupping" at the scratch. You could try cleaning the surface and use a VERY mild polish on it. This may smooth out the scratch, but no guarantee of success.

Most commercial DVDs and Blu-ray discs have copyright protection on them. If you're trying to put one on a memory stick then it won't work.
Blu-ray takes a lot a space. make sure the stick is big enough.
Your memory stick has to be correctly formatted to store and play videos...
