unlocking iphone?

does the iphone have to have an at &t sim card in it to unlock and activate it? or can it have a sim card of a different carrier in it? or can it be empty and unlocked and activated? i will use ziphone to unlock and activate it. thanks.
i dont have a 3g. it is a the old one.

I am not sure about the ziphone unlock. There are many ways to unlock an iPhone and I sort the safe way to unlock mine, through permanent unlock service from Prounlocking.com and I suggest you can do the same. They also provide free unlock instructions.
