Can Texas charge me sales tax on a vehicle I bought years ago out of state?

I bought my car when I was in the military stationed is South Carolina, who waived the sales tax on the purchase due to my military status. Now I am out of the Navy and I have returned to Texas, where I maintained residency during my service. I went to register my car in Texas (it had been registered in SC) and they said it could not be registered unless I first paid $650 sales tax to the state of Texas. This just seems grossly unfair because the sale took place years ago outside of Texas. South Carolina made the decision to wave their right to the sales tax, does this give Texas the right to claim it?
