'01 Dodge Caravan inner sliding door problem?

The inner latch of my mother's 2001 Dodge Caravan passenger side rear sliding door is not working properly. The button won't click to open the door, yet it will allow the person to close it. Is there a child safety lock for it, or is the switch not functional at all. Any and all help is appreciated, and Thank you in advance.
 
Well check your fuses under the dash to make sure something electrical hasn't blown, but I think you will probably end up taking off the inside panel to investigate what isn't working. I know on electric windows a person can take off the rear window motor & put it in the front window since rear windows don't get as much use. I guess you don't have that luxury here.
