No, they do not. Blu-Ray was developed by the Blu-Ray Consortium, which has 7 leading members, one of which is Sony. The rules, regulation, and fees associated with licencing Blu-Ray are set by the Consortium, not Sony, and therefore Sony would not be able to block MS or change the licencing fees just for MS.
