Because he is the VP tard baby. Believe it or not the VP doesn't do much, I know you are used to Cheney calling the shots but that's a rare case of "Incompetent President needs Babysitter". Obama is not one of those.

Actually I was reading the other day that he's been doing a lot of footwork on this while Obama stays mostly in the White House
