Wouldn't football be better if the Captain had more of a say in decisions?

Like instead of the manager picking the first team the captain picks instead and gets more control over his players and who he wants to play with? I would love Gerrard to give Rooney a slap for England when he gets too unnecessarily temperamental, lol, or lets just get a Stuart Pearce type captain in there.
 
I seriously don't get the point of a captain in football, its more of a symbol than a role for most players. However, there are exceptions where the captain is allowed to lead the team tactically as well as giving motivation.
 
jamie carragher (when his captain) already slaps players when they do something wrong.
and to answer your question. no there's a manager for a reason, the manager names the captain. then whos gona name the captain
