Why doesn't the bluetooth on my samsung tocco lite work?

I'm on orange and i've had it for about a year, and when I try to send or receive files it always says 'connection failed' . It's defo a problem with my phone as it happens with everyone I try it with. I've switched the bluetooth off and on, i've switched the phone off and on, but it doesn't make any difference. I have no idea what's wrong!

You may have switched the bluetooth on, but have you set it to "discoverable"? Go into the bluetooth settings and check if it is discoverable or not. If it isn't, then it will not be able to find other phones, and other phones will not be able to find your Tocco.
