Why does my truck go the same speed when i floor it?

I have a 1989 Chevy 3500 dually. I have just bought it off of a guy that just had it sitting in his driveway for a pretty good while. It starts up good runs and drives great. We just recently changed the fuel filter and the spark plugs. Last night when i was driving it, it seemed to be lacking power and i have gradually begun to notice this. It has a 454 7.4 litre motor in it. When i floor board it, it revs up really high for a while but doesnt go any faster. But after it changes gears it starts going a little faster. Im not really sure what is wrong with it. I really dont think it is the transmission because other than the problem im having with it, it shifts fine. But do i need to change the fluid in it or do you think it is something with the gas? And the old fuel filter that i took out of it had all kids of rust and debris in it. So do you think i need to change the fuel filter again. Thanks!
