Why do we have to pay for Obama's vacations?

Why doesn't he use his own money for vacations and why do tax payers get stuck with the bill instead? He knows we're in economic crisis and instead of solving the problem, he worsens it by spending millions of dollars on himself.

Should there be a law saying that the president cannot use tax money for his vacations?

In Britain we say "Holiday" I don't think President Obama went on a holiday. I think he went on a state visit to three African states for the purpose of trade and other government agreements. He was working.It wasn't a holiday ?

EDIT The security for the President will continue all his life,and of course is there when he is on a genuine vacation/holiday.
