why do they always have FBI warning on a DVD before the movie starts?

I always see it when I watch High School Musical 2 on my DVD player

Next time you see one of these warnings, look at the warning's content.
The warning is telling you that if you reproduce the movie in any way you can be fined or jailed so on and so forth.
This is because reproducing the movie in any way is illegal.
In order to punish you for reproducing the movie though, they have to put a warning before movies telling you the illegal act with the punishment.

Because of pirating. Pirating movies is illegal that's why they have it.

Cause so if someone tries to sew them then they have proof that they warned them.
