Why do my feet itch when I get my hands wet like when washing dishes?

Sometimes the itch is a little painful, that bit may be because I have long 2 1/2 inch scar on the top of my left foot from surgery. The itching started a few weeks after the foot surgery and it affects both feet so I don't think the surgery could be the culprit. Though the painful part is only on the scar never the other foot. I have eczema, could that be a factor? Anyone else have a problem like this?
