I think it's desperate housewives menu start music - currently debating this at work and it's doing our heads in!!
 
I think I first heard it in an much overlooked but really funny movie in 1985 . "the man with one red shoe" Tom Hanks is randomly id'd as a CIA operative and a comedy of errors ensues. . also stars Jim Belushi, Carrie Fisher, Dabney Coleman.
