When you meet someone is there ever an awkwardness that comes about?

Like I met this one person today and when they saw me they just acted surpised. I talked to them over the phone, but not in person. I can't figure out why. Now it makes me wonder if my hair was all messed up or if I had food all over my face.
They never saw a picture of me, it wasn't a date. Its happened before too, I just haven't really asked about it.
