what was the short sci fi film where?

This short film is based on a short story; it's sci fi, set in a somewhat dystopian future where the government mandates equality-- in the sense that everyone must be physically equal. There is some sort of Government Office for Disability, or something... the film is fairly recent but the short story may have been in the last 20 years or so. (I looked this up months ago, found it, and forgot it!) Sound familiar?

The year was 2081 and everybody was finally equal. Nobody was smarter than anybody else. Nobody was better looking than anybody else. Nobody was stronger than anybody else, quicker than anybody else. All this equality was due to the 211th, 212th & 213th amendments to the Constitution and the unceasing vigilance of the agents of the United States Handicapper General. They were not only equal before God & the law, everybody was equal every which way.

Harrison Bergeron (1995 TV movie)
IMDb synopsis:
"All men are not created equal. It is the purpose of the Government to make them so." This is the premise of the Showtime film adaptation of Kurt Vonnegut's futuristic short story. The film centers around a young man (Sean Astin) who is smarter than his peers and is not affected by the usual "handicapping" used to train all Americans so that everyone is of equal intelligence.
