what is the quality difference between a blue-ray and an up-scaling dvd player?

is there a quality difference with a blue-ray player with a movie at 1080p and an up-scaling dvd player at 1080p?
 
Yes, but depends:

1. In up-scaling dvd player, that is scale up the dvd's resolution from 720/704×480 (NTSC) or 720/704×576 (PAL) to 1080p.
2. Blu-ray is 1080p natively.

However you can only be able to tell the difference on a larger display 40" and up...unless you're a nit-picker :)
