What is the difference between mA and A when referring to mobile phone chargers?

My phone will charge in a 850mA output charger, but it will not charge in a 3.5-3.8A output charger. Can someone please explain the difference between mA and A to me?
John M- thanks for your answer- so if 850mA is the same as .85A why doesn't the 3.5-3.8A charge my phone?
Thanks guys for the help! The charger that works says:

1. AC Power Supply- Input 100-240V ~50/60Hz 0.2A Output 5.1V --- 850mA

The charger that doesn't work says:

2. AC Power Supply- Input 100-240V ~50/60H 0.6A Output +5V --- 3.5-3.8A
