UFC Heavy Weight limits?

Why are the heavy weights allowed such a larger margin to outweight the other person?
I know the limit is like 265 but someone can come in at 225. Sounds like two different divisions if you compare it to other divisions .

as others have said, theres not enough fighters to split the hw division. its crazy though b/c technically a guy could be 206 lbs fighting a guy weighing 265.
