I have got Ford Focus 2007, 1.4L, Petrol car, can some one tell me what should be the maximum tyre pressure?

I found from this website for my model, and it says front tyre it is 31PSI and for rear tyre it is 34PSI so I put 30PSI on all tyres but I can see the front tyre is looking like shortage of air when compare with rear tyres though I 4 tyres are same make and model - can some one explain why the front tyre will look different than the rear tyres?
Also I did wash my car yesterday, after that I can see the car is not moving freely as it was before washing, is this expected,how long will it take to come back to normal?
