I want to buy a galaxy s4 from t mobile and maybe get it flashed to metro?

NO, Metro PCS is a CDMA network, while T-Mobile is a GSM network, so not unless then change thing in the future.

Also CDMA phone can be "flashed" but GSM phone cannot, they can be "unlocked".
