Rogers Internet down in Toronto?

I'm living in a student residence in downtown TO; my wifi is serviced by Rogers. Up until today, the internet has been perfect. But today it keeps shutting off and on, but says it's still connected. I'm tried restarting the internet then computer, relogging in to the wifi. Sometimes if I turn off and on the wifi will work for about a minute, but then it stops working again. I don't have access to the modem or our Rogers account, as this was all set up by my roommate (modem's locked in her room, account details are with her) and she's out of town. Is this a problem with the internet in general, does the modem just need to be restarted, or is it a problem with Rogers?
