proxy server problem?

we are having the problem in my company with proxy server.

we have a Isa proxy server to restrict some users accessing internet

we allow some users and sites to them to access

but some times it is asking authentication for all the users who have access also. At that time they keep on calling us. so created a temp rule to enable all the traffic for all the users. after some time we disabling and it is working....but in some cases even enabling temp rule also not working so we are dis-joining the domain and joining the domain again....

it seems these are all temporary solutions it became full time job for us to do like that

Is there any permanent solution for this problem........
