Phone calls directed to 'verizon financial center for review'?

I'm on my parents account, and it's in my dad's name. Their phones are working just fine, but mine won't let me make calls/go online and everytime I call anyone the call is sent to the verizon financial center for review.....? What is this? It seems like a scam because it asks for a billing passwords, which I'm obviously not answering, but how do I get it to stop?
