Movie Quest: 1980s Sci Fi/ Fantasy Show/Film?

This is for a friend of mine:

Looking for a TV show/ possible made for TV film about a post-apocalyptic world where mankind has slowly mutated. Supposedly there are cat-like people around.

He really remembers that there is a part where these people have to wear different colored stones. If you wear a black stone, it means you are unable to breed due to your crappy genetics.

Does this ring any bells for ANYONE?

I sure as heck can't find it.

A pilot for a sci-fi TV show, the story takes place in an apocalyptic future where there was a drug created that could grant eternal youth. Everyone took the drug, and things went fine~for a while. Eventually, the majority of the population mutated into violent, primitive beasts. Those who did not suffer the ill-effects of the drug, as well as those who refused to take it, lived in isolated cities around the world, such as Island City, which featured shields. Every citizen bore a crystal implant below their neck. This implant would glow a specific color. One could mate only with others who are of the same color to prevent mutated offspring. It was very interesting, the clothes were designed around the crystals, and the nightclubs were divided into color-specific sections.

It's quite a bit later than your estimate but does match most of the details.
