This song I am referring to, came from a 1hr17min~ long mix that included: Plump DJ's and Oakenfold. It had a couple more artists listed that I think were Sasha and DJ Shadow, maybe BT.
Since I am a techno noob, I can't say I have listened to much of these artist's catalogs(especially Plump, Oakenfold, and Sasha), but I know for a fact the song in question wasn't a Shadow track and it really didn't sound like BT's style. It was more Rave-sounding.
For a lame description: the song was placed at the very end of the mix, and you first hear a signature sample, running throughout most of the song, of a siren that was faded in and out with a blending of a bass-y sound reminiscent of a jet or racecar speeding-by. Then, a combination of a rhodes-sounding piano played a loop with some light synth to back it up.
Pretty unique song, that just stuck in my head since like around 98-99' when I first dl'ed it and was more into techno than I am now.
