LG Dare, is it a smartphone for Verizon?

i wanna buy it,, like soon,, i only have 35 min to buy it! i need to know if its smartphone,, cuz smartphones are $20 extra more a month,, i cant afford it,, reg phone are like $10 a month for my plan, is is $20 extra a month? is LG Dare a smartphone?!?!?!??!?!? thanks
