is using bittorrent illegal for downloading unlicensed or not copyrighted content?

in a hypothetical situation for the sake of argument (even though it's unlikely) let's say i'm trying to download something that is unlicensed or not copyrighted. let's say they're pictures that someone drew. is it still illegal? please don't give me answers to questions i didn't ask. don't tell me "just don't use it" i want to hear an answer from a legal standpoint

Bit torrent in and of itself is a perfectly legal program. Like so many other things, it is the manner in which it is used that determines if you are breaking the law. If you download things that are free for anyone to download and use, then you have committed no crime. However, if you download copyrighted music, movies, etc, then you have committed a copyright violation and could be sued for it.
