Is it legal to pick up money from a damaged truck,what are the risks?

A truck loaded with money bumps into something and a few paper money flows everywhere and the crowd that wants to know what happened they will fight over that money and will get some of that money,they put it in their hat or something.But what legal risk are they assuming,one and i saw a few cops that took from that floating pile of money,why can they the cops do that and we average people can't?Thank you!

It is not legal for either you or the cops to take the money and yes you could be charged with theft if you are caught(are you sure that this event was not caught on camera??) Cameras are everywhere especially in the big cities.
