In the UK can you get arrested for riding a bike drunk?

I see no reason why not. When on the public highway and on a vehicle, you have to have complete control of that vehicle. Walking along the street on the kerb drunk, you can also be arrested for the crime of being drunk and disorderly. A police officer will test your reflexes and if you fail, your nicked.
 
If you mean a push bike, yes; it is a charge similar to drunk and disorderly, although you cannot be banned!
 
My nephew did in the 1980's. Held him 72 hours on suspicion when he turned out to be sober but did not have a receipt for the bike. But he was an American student at the time.

well if you were on the main road where cars are then yes why not, because you are a danger of falling into the path of a car and causing accidents and possibly fatalities.

so my answer is yes
