I have a 2001 Ford Crown Vic P71 with an electrical problem?

i recently had a coil issue that i solved with a used coil from a junk yard. now when i reach around 36-40mph the power blinks off for a split second. radio blinks off dash lights blink and even the tranny slips out of gear for a second. could this be the used coil arching? it has to be something fairly simple like that i would think.
Battery is new with new terminals but if it were the battery it wouldn't blink only at a certain speed and not consistently.

First I'd replace my battery if older than 4 or 5 years and clean the battery cable connections at the battery with a wire brush. Do the fundamentals first BEFORE you can diagnose problems further.
