Hmm Spring Break + Spain

So a friend of mine went to Madrid, Spain for Spring Break and obviously took some pictures and posted them on MySpace.

Now, I didn't think Spain had any particular shall we say...outspoken hatred for the US but this picture puzzled me.

Notice the sign on the building, to the right. I asked her about it, and she said that it was formed out of US Dollars.

Is there something I'm missing here? Can anyone translate what that sign says?
