Does Windows 8 Basic come with Bluetooth built in?

I heard it's able to be enabled in Windows 8, but not any specific versions. But when I go to my wireless settings the setting to turn Bluetooth on or off is not there, but when I search "Add a device" under settings I get "Add a device" and "Add a Bluetooth device," yet the Bluetooth setting isn't there to be turned on or off.
I am currently trying to add a Wii Remote. It doesn't find it. I also tried using my phone and my iPod, didn't work either. But I was checking through the system settings and the Bluetooth Support Service is there and is checked, but the status says it's stopped. If I run it then will I be able to connect anything then?
 
Hi. Windows 8 may have the bluetooth software. But does you laptop have a physical bluetooth device? Check that first. You can search in the tech specs sheet or inside windows right click on Computer and go to Device manager.
