does a cell phone company requiring you to buy minutes on your plan violate...

...any us laws? i want to but a new 4g phone and only have a data plan on it, but im pretty sure im required to but minutes (but not messaging), even though i dont want them, i would rather port my number to Google voice where i can make unlimited texts and receive calls free of charge anyways. there's a pay per use for text but not for voice, so what i want to know is if there are any us laws that say its illegal to force a service on someone? if i need the oil changes in my truck they cant say but you have to buy new tires too... anyways if there is a law that is or might be applicable please list it and a link.

It sounds like what you want is something like an iPad or something that's not a phone. If you want to sign up with their service and all of their plans come with voice, then you've got to buy voice with your plan.
