cleaning filter while cycling?

So my 29 g is up and running. I'm wondering about when and how I clean the HOB filter, the filter and the one with carbon in it. They both are lookign pretty yucky, stringy and jelly like stuff. Is this the bacterial I am so hoping kicks in and gets the cycle going? Or do I need to rinse these with tank water when i do a change?, or replace?
