Can I use my iPhone 4S on Rogers data with BIS enabled?

For Canadian Rogers users. I recently upgraded to an iPhone 4S. The rep added a 1 GB BIS data plan. For my specific plan, he said if I wanted 1GB data, there was no data plan available without BIS. Will my iPhone still be able to work with data on this plan?
