Best martial art for the petite?

Hi, my name's Greg! I'm 5'9" and weigh about 135 pounds.
I've been practicing Shotokan karate for ten years now; I'm a first degree black belt. Unfortunately, I haven't found Shotokan very compatible with my body type. A lot of the moves and techniques require concrete power and force my somewhat slim frame isn't able to provide. I've also found it too much of a "traditional" martial art - it doesn't seem like a realistic and applicable method of modern day self defense.

I have looked into self defense weapons, and I got myself a restricted firearms ID so I can carry mace in the state of Massachusetts. In certain environments it is still illegal to carry mace on your person. With that in mind I'm not interested in martial arts involving weapons (i.e: nunchaku, bow staff, sai, etc.). I don't want to have to worry about the legality of defending myself.

What is the best (empty handed) martial art suited to my body type?
