Are you considered Jewish if your parents were but raised you without religion?

My dad was raised Jewish, and my mom's father was Jewish, but they raised me without religion. They had a Jewish wedding and exposed me to Jewish culture, but we only went to synagogue a few times when I was a kid. I am considering actually practicing Judaism and wondering if I would be considered Jewish by birth or would have to convert?

Judaism is inherited from your mother. But it sounds like your mother wasn't 'officially' Jewish - she would be only if her mother was Jewish. So you would have to join the religion - I don't know that I'd call it convert. But the best course of action would be to find a synagogue to join and ask the rabbi.
