Is Verizon's High Speed Internet at 3 mbps Cable or DSL?

How many KILOBYTES per second of download speed would that equate to? What's the download minimum of Cable?

Anyone recommend 3mbps for playing online graphics-hungry games (like the latest FPS stuff or last gen games), streaming live videos or downloading torrents?
