I'm not getting full speed of my internet. Upgraded RAM or Internet Speed?

My computer specs
2.66Ghz Intel Dual Core
1GB of RAM
7600GT
I'm not getting the full speed that i paid for. I'm paying for 7MB internet speed. But I'm only getting 2MB
I'm using cable modem Toshiba PCX2500.
A technician came in today to fix it. But he didnt do anything at all.
3 causes: since a lot of people play cs.. so im getting like busy signal something like that [ I think its true, because i never get the loss of internet speed/ packet loss in the morning], my computer need to be upgraded, or upgrade my internet speed.
I went to speedtest.net I only getting 2MB.
To solve the problem he told me either, I upgrade my RAM, or the speed internet.
I'm no good when to comes Computer Stuff. So If you guys can help me out here. What should I do?

RAM upgrade will not help.

How do you know what your speed is? Have you used a speed test site or are you using a download server's download speed? Download servers are not running at your speed.

Internet speed is divided among all users; if you have 6 Mbps speed and 3 are downloading each will have about 2 Mbps.

If you have unsecure wireless, hackers can be the issue.

I do not believe it is a problem with your equipment or the carrier; I suspect it is multiple users or hackers drawing on the capacity.
