If people choose to go to hell or not, why does hell exist?

I believe that hell is for almost all of its residents a slum housing development,established to provide residence for those who will not be morally and spiritually compatible with the residents in heaven; not a place of continuing torture.In fact the Bible mentions that only two people will be subjected to continuing punishment;the False Prophet and the Anti-Christ.

If you choose not to accept jesus then you will not go to heaven. What's so hard to understand

And yet you wouldn't want to choose anything different for the shame you'd have standing before God to be judged... Funny how that works.
