Was Christ sacrificed to take away the sins of "all" people or "many" people

(Hebrews 9:28, Matthew 1:21)? And she shall bring forth a son, and thou shalt call his name JESUS: for he shall save his people from their sins. - Matthew 1:21

“so Christ was sacrificed once to take away the sins of many people; and he will appear a second time, not to bear sin, but to bring salvation to those who are waiting for him.”- Hebrews 9:28.

And when He comes a second time, it is said He will bring salvation to those who are waiting for Him - so who will be waiting for Him, all mankind or His people?
 
may be not ,because right after the Crucifixion christians divided in to many believes and still suffering .sorry .what do you thing?
 
Marvel not at this: for the hour is coming, in the which all that are in the graves shall hear his voice, And shall come forth; they that have done good, unto the resurrection of life; and they that have done evil, unto the resurrection of damnation.
John 5:28-29

All people are called to come to repentance, but all are willing to deny their own will, and submit to His.
